AVR for 220v China and 100v Japan tube amps

Many of the people in the web are now using 220v version tube amps made in China or 100v version amps from Japan and using a 230v/115v step down transformers.
Do you think Singapore's utility power is as declared, close to 230v? if you use a voltage mater or a multi-meter to measure it, you can see that, in most of the time during a day, it is closed to 240v instead of 230v! This means your China made tube amps are working in 10% over voltage status, and your Japan made tube amps might running at 20% overvoltage or even more (if your are using a 230v/115v step down transformer). Tubes are very sensitive to the over-voltage and the consequence is to reduce the tube’s life by at least 20% or 50%. The same situation applies to the users who use 110v output step down transformers to their Japanese version 100v power amps. The low-end step down transformers can output 120-130v when unloaded or not heavily loaded. These situations can caused up to 30% overvoltage and can reduce the tube’s life by 50% or more.
